hmm. coloured shorts are definitely tricky, and i, too, have trouble deciding what to wear with them. i would wear either a plain-ish white graphic tee or maybe a bright, bold, colourful shirt, depending on what your style is.
i’d wear either a warm color like red or yellow with it. the contrast looks nice or you could even wear white if you want to look less bright. plus it depends, what kind of shoes you might wear or accessories or what have ye not.
o i suggest a tank or t shirt most obviously.
If you’re attractive . . . nothing . . .
Oranges Violets and Blue Greens a complimentary colours for Blue.
But if you don’t want another bold colour with them, wear a white top if you’ve got tanned skin, or just black if you’re a little lighter. A nice tank top or cami would look good.

A white shirt or some color that won’t clash with the blue. You could try black too. Its hard to tell though because i dont really know what the shorts look like and the shade of blue they are..
