what to wear with my high waisted shorts?

I have blue high waisted shorts, a bright navy color. I wear them with black stockings or detailed tights and I wanted new ideas on what kinda shirt I should wear with it. I also wear black shoes but the detailed tights have holes, so should I wear fuzzy socks poking out of the top? What color? I tuck the shirt in too, so what kind and color of shirt?
